IMHO, sylpheed should not cover implementation of GPG key management.
In general, task oriented components reveal higher flexibility.

GPA is under heavy development right now. Check the latest CVS
if you like. However, it is not ready for use, but should be in
a few weeks.
You are welcome to comment on GPA on its development list of course :-)
