windows registry

Hi,

just checked in some stuff that reads registry for path
to gnupg data and for the gpg program itself (if compiled
for Windows). 

The debug output names the correct tool
in "CreateProcess: ...", but "args" still contains
a complete command line (including the command itself=gpg).
I removed it, but still gpg can not be executed:
*** CreateProcess failed: ec=3
