gpgme has a mode to list external keys.  This is currently used to
access LDAP servers for X.509 certificates: gpgme_set_keylist_mode and
the GPGME_KEYLIST_* flags.  Eventually this will also be used for
accessing keyservers.  However, there is no way to set the server to
use other than telling it dirmngr (used by gpgsm as the backend) in
its configuration file.
