Ah, I see.  That is indeed correct.  It seems that you are expected to run
./autgen.sh and then ./autgen.sh --build-w32.  Mmh, all that ming stuff is a
bit messy, but I guess if the current setup works with running autogen.sh, I
will leave it at that.

Try with "configure --without-gpgsm".

I will have to diddle the testing logic a bit to make this work correct by
default.
