compiling cvs version

Hello all,
I tried to compile the cvs version of gpa and the ./configure script
tells me that I need gpgme 0.4
checking for gpgme-config...
/usr/local/bin/gpgme-config checking for GPGME - version >= 0.4.0... no
configure: error: Cannot find an up to date GPGME
But when I check the latest stable version of gpgme is 0.3.14
Is this a bug in the ./configure script or do I really need gpgme 0.4?
and where can i get it? (gpgme cvs?)
