I have added it to the CVS.

There is a small problem because Peter obviously forked the
development.  There is a 0.5.0 version available on www.gnupp.de but
no commits by him for a very long time.  In private mail he promised
to merge his branch with the CVS, but I have not seen this happen.
Having 2 branches using the same package name might be a bit confusing
for users how do not follow the "development" very closely.
