Yes, these are the libs coming with the GIMP port for Windows, however
you have to write the gtk-conig script yourself.  You should find some
old versions of that library on ftp.gnupg.org in a directory "fruis"
or something like this.  I can't check right now because I am on a
train home.  I assume that the forked version gpg 0.5.0 at
www.gnupp.de comes with a set of tested libraries.
