Your gpg or gpgsm version is not sufficient or even not installed.
Also watch out for duplicate installs of tehre programs.

I agree that error reporting nees some polish and we are working
towards GnupG 2.0 which is going to integrate the Aegypten backend and
has much cleaner error messages.
