You can't.  gpgme is a library to access full featured protol
backends like gpg.

Due to license problems OpenSSL is not usable for a lot of Free
Software.

I don't understand.  I never said that gpgme uses pkcs#15. The
scdaemon is able to cope with an pkcs#15 applications as well as with
an OpenPGP application.
