There are some working spec files on
http://atrpms.physik.fu-berlin.de/dist/fc1/gpgme/
(other components of the gnupg suite can be found there, too).

The same spec files work for RH7.3, 8.0, 9 and FC1. Maybe they even
work for other rpm based distributions.
