[issue1] DirMngr doc license change

The documentation of DirMngr is under the GNU FDL.  Given all the practical
problem with this license for documenation not intended to be a book, I'd very
much appreciate if we can switch to plain GPL.

I know that I once suggested to use the FDL but well, I have meanwhile learned a
bit of the problems.
