[issue84] gpgsm fails on startup for new user

gpgsm from CVS HEAD.
Launching it for a new user fails because ~/.gnupg doesn't exist.
A simple mkdir() would fix this.
gpgsm: NOTE: THIS IS A DEVELOPMENT VERSION!
gpgsm: It is only intended for test purposes and should NOT be
gpgsm: used in a production environment or with production keys!
gpgsm: error creating keybox `/home/test/.gnupg/pubring.kbx': No such file or
directory
gpgsm: keyblock resource `/home/test/.gnupg/pubring.kbx': No such file or
directory
This can also be seen when launching KMail (aegypten) for a new user, and
opening the "Configure KMail" dialog box.
