[issue238] gpgme returns GPG_ERR_NOT_IMPLEMENTED when a passphrase callback is set on a context with protocol CMS

See thread on internal mailing list. Attached patch works around this, which is 
why this is urgent instead of critical. 
 
GpgME should just ignore the passphrase callback for the gpgsm engine, just as 
it does for gpg in case the agent is found/useable/whatever.
