[issue129] kmail: Non-ASCII chars wrong in gpgconf based dialogs

In the config dialogs for the crypto backends in KMail non-ascii chars are
displayed as ? in some cases.  For example in the pages for GPG-Agent, gpgsm,
and scdaemon, in the section for diagnostic output, "ausführlich" is shown as
"ausf?hrlich".

I think all of the strings where it happens come from gpgconf, so perhaps the
real is bug is there.
