[issue187] kleopatra: up/down for config of directory services

The sequence of the configured directory services
determines the search order (AFAIK - please
correct me if I am wrong).

Thus it would be very helpful do have up/down
buttons in the confuration of the Directory Services.
Currently there is only Add and Remove.
