[issue200] no localization for gpgconf based dialogs

The gpgconf based dialogs in kmail and kleopatra are not translated except for
some entries where the translated strings are probably provided by the kde
frontend.  AFAICT this is a bug in gpgconf which doesn't print translated
strings with --list-options, so assigned to Werner
