[issue275] kmail unnecessary crl request

Kontact from packages from last week:
They fetch the CRL too often.
(and when you do not get one, the client always hangs for 2 minutes or so).

The problem is: The crls are tried even when there is not
crypto operation in range. So on regular syncs having
a normal mail selected in the folder
and when sending and email (without signing or encrypting).

What code in Kmail triggers crypto operation when there
is no signed or encrypted email around?
