[issue294] dirmngr uses 100% CPU

dirmngr 0.9.0 sometimes hangs with 100% CPU.  At first I thought this was
related to issue292, but it does seem to happen with the patch from Issue292
applied as well.  Not sure under which circumstances this happens.
