Using the terms "state", "country", and/or "nation" may lead to 
misunderstanding.  Then, I'll try to explain the purpose of the mirror 
list.

Porpuse of the mirror list is to unload the main GnuPG server and the 
Internet of high download traffic.  In order for the solution to be 
effective, the user must be able to find the mirror colest to them in a 
snap.  That's why the main list section is by continents (Americas, 
Europe, Africa, etc.).

Following this reasoning, next level would be a country in Europe 
and a state in the US.  If we had 1 mirror per US state, a user would 
get lost within the long list of 52 mirrors.

Keeping in mind this main goal (user should get straight to the right 
mirror), this is the list layout I propose.  If you have a better 
proposal, please go ahead and share it with us.
