I think that that page will be useful and interesting, with both the 
options included. First, in the place of an introduction, "about 
keyservers and how

to discover them", and then, as the main body of the page, "a list of possible (not necessarily reachable) keyservers" with an appropiate note saying something like 'These are not all, are external to us, we do not guarantee them, and if you inform us about errors or changes in this list we will invite you a beer'.

The list must also be ordered by countries (I think) and have fields like "server type" (HKP or what).
