Is this a signed paper mail or a cryptographically-signed e-mail?

What does it mean for a non-German person to join the Verein? my skim of
constitution.en.tex looked plausible to me, but its outbound links to
sections of German law are not anything that i am prepared to follow or
understand deeply.

The goals of the Verein as described in constitution are goals that i
share and would be happy to support.
