Background: The Freie Software Freunde e.V. (we use the informal
abbreviation FrSoFr and _not_ FSF) was founded by local activists from
our region after we realized that the FSFE(urope) was not much
interested in supporting our local political work in
Northrhine-Westphalia (A German state with 18 million citizens).  We
could have just any other charitable association, but that was simply
the easiest thing and we will share an office here in Düsseldorf (along
with the C3S).  Can be changed at any general assembly but as Andre
mentioned, this is not more than a legal requirement.
