verein is now registered VR11482

Hi!

we are now the GnuPG e.V.; that is an artificial person like any
incorporated company.  I will now file for tax exemption status.  To
make that a bit more public I created a new submenu at gnupg.org
Home->Verein <https://gnupg.org/verein/> with some basic information.

Would it be okay to rename the repo gnupg-project.git to
gnupg-verein.git to reflect its purpose?

Trivia: We missed a registration number 11371 by 111 ;-).  The Freie
Software Freunde e.V. missed it last year by just 1
