Chopstx 1.13 and FST-01SZ

Chopstx 1.13 is released.

The API of chopstx_poll is improved, so that user of the function can
use the update of *USEC_P when non-timeout event occurs.


Also, I updated the PCB design of FST-01SZ a bit.

FST-01SZ (version 3.01 in fst-01) is released.

It's now in production.


Here is another information.

In the end of November, I visited the new office of Seeed Technology for
the production.

Their marketing team will answer my question about if they will sell
FST-01SZ at SeeedStudio.com again, but my gut feeling is it's difficult,
because of lower volume.

And even if it will be done, their preference is selling the product as
their own, and paying back royalty.  (Here, 'royalty' is in their term).
Because it is my personal business which gets permission by FSIJ for its
use of VID:PID, this arrangement is not good for me.

Well, I'm testing configuration which doesn't use VID:PID.  This is my
current configuration in Debian.
