Windoze snapshot

Hi,

I have compiled a new windows version of gnupg.  Its build from my
current working tree and it may or may not work.  Of course:  there is
still no random generator but it may be useful to verify signatures or
decrypt messages.

It works on Windoze 95 but should also work with NT and 98.

BTW, it was a good idea to compile it, I have found some minor bugs
:-) while doing so.
