Ditto for GNATS.  It was originally all-email based and only later has
the GNATSweb stuff been created.

I know the Cygnus folks are hosting GNATS db's for various GNU projects
and the GNU folks themselves have one, too, that could be used.

Let me know if you want a contact for the gnu.org GNATS guy.
