Finally, a conclusion of timezone problem?

GnuPGNewsJapan member found another fact about timezone mishandling 
issue.

I posted the message earlier saying that GnuPG's doing it right, 
PGP6.x's not. Our recent finding is that this bug is fixed on PGP7.0, 
so all we have to do is wait until rest of non-GnuPG people keep 
up with us :) (i.e. until PGP7.0 freeware is released, perhaps...)

However, I'm not sure how PGP7.0's handling with pre-7.0 messages to 
do it correctly... (It is easy to guess that it just might be reading 
version header)
