The data format is documented in RFC 2440 and it's update:

Cryptix OpenPGP is a java library that (amongst others) can read keyrings:

http://www.cryptix.org/products/openpgp/

Being a full openpgp lib, it might be a bit overkill for you. Also, it 
cannot parse the trust database yet.
