Discrepancy between --edit-key and --with-colons lists

Well, I answered my own question... uids are listed in DIFFERENT
orders in the "--with-colons" and "--edit-key" lists.
With "--edit-key", names appear to come out in keyring packet order.
For "--with-colons", the most recently created name comes out first.

Is this intentional, and if so, why?

I guess as long as I can depend on the mapping from one to the other,
I can live with it.  (It seems that I've already bought into another
behavior dependency that may change at any time.)  It precludes
one-pass processing for my problem, though.
