[Announce] gpgme 0.3.14 released

Hi!

We have released gpgme 0.3.14.  This version fixes a segv and a race
condition with locales.  gpgmeplug is not anymore included but
diverted to a separate package named cryptplug.  Note, that this is
considered to be a stable version and should be used as long as the
forthcoming features from the the development version are not
required.
