I'd be interested in hearing more opinions on this one... I've been doing it
this way too, but only for PGP keys because users didn't like it for other key
types, and even for PGP I've had a few grumbles.  The reason for the substring
matching is because that's what Phil did in PGP 1.0 over 10 years ago, but I
don't know if that's a good argument for doing it in current versions.  PGP
users are used to the substring matching (which is convenient for CLIs but
completely redundant for a GUI), but is there really a strong reason to
continue it apart from because it's what people are used to?
