[GPGME] Add "gpgme_set_comment" and "gpgme_set_version"

Hi,

is it a good idea to have 2 new functions in GPGME library ? :

- gpgme_set_comment(GpgmeCtx ctx, (char*) comment) : it runs "gpg
--comment comment" for this context
- gpgme_set_version(GpgmeCtx ctx, bool) : it runs "gpg --no-version" if
bool = FALSE and normal invokation of gpg is bool=TRUE.

Markus, I think that's not too hard to add in GPGME ? I can try to code
it...
