Installation problems...

Obviously I'm missing something. I've gotten GCC installed with no
problems. But when I run configure I'm still getting the same errors. Do I
need to add some options to the configure? Has anyone installed GnuPG on
HPUX-11i before? Any info would be greatly appreciated. The log is below.
Thanks...
This file contains any messages produced by compilers while
running configure, to aid debugging if configure makes a mistake.
It was created by gnupg configure 1.0.7, which was
generated by GNU Autoconf 2.52. Invocation command line was

As long as the path you configure gnupg to install to
(--prefix=[path]) doesn't require root permission to write to, you
don't need to build/install gnupg as root.
