Keyserver plugins?

After having checked out both an RPM of GnuPG-1.2.1 and the source
tarball, I'm unable to find any way to create the program "gpgkeys_ldap"
or "gpgkeys_http".

1.  Is there any way to do this?  (If not, then 1.2.1 is pretty badly
broken, if keyservers don't work.)

2.  Shouldn't this be mentioned in the INSTALL or README files--either
"you need to do <x> in order to get keyserver support", or "keyserver
support is currently not working"?
