[bug report] can't find advapi32.dll in GnuPG_1.2.1_win32_cli

Hi all,

I'm using pre-compiled win32 GnuPG 1.2.1 binary.
I always get a error message that "can't find ADVAPI32 DLL".
However, I'm sure that this file is indeed in the requisted dir.

I'm under Windows2000 Professional SP3 (Traditional Chinese version).
Please help me checking that.

PS. Everything is fine with GnuPG 1.2.0 win32 pre-compiled binary.
