Nothing special, there is no specila handling for user IDs.  according
to OpenPGP user Names must be encoded in in UTF-8 but a lot of tools
(e.g. PGP) don't do so.  You might want to try Latin-1 if you find
invalid utf-8 characters - but do this only when *displaying* a user
ID.

Can you create a test case on how to reproduce the the empty names?
