GnuPGH should not print any non-ascii characters - well, there might
be a problem in some locales. If you notice user IDs or notation data
not encoded in utf-8 it is probably due to PGP (or GPA < 0.6) which
does not care about the encoding and takes whatever the user typed in.
I don't know whether PGP 8 fixed that.
