Hmm.  I think that you have a slightly wonky gettext installation, and
aclocal doesn't have the necessary m4 files.  Did you reinstall
gettext after installing the new autoconf?  You can also copy the
gettext m4 files into the new aclocal directory (usually
/usr/local/share/aclocal).
