gpg-agent feature request: --max-cache-ttl

Dear GnuPG Developers:

I would like to suggest adding an option to gpg-agent to control the maximum time
keys are kept in the cache. In the current version it is hard-coded to be 1 hour.
Attached patch against version 1.9.10 implements the suggested feature.
