Yes, documentation bug.  I forgot to remove show-long-keyids when
keyid-format was added.

No.  You'd need to do --list-sigs.  Policy URLs live on the signature,
not the key.

It's not out of the question to show self-sig policy URLs during a
- --list-keys, but it does not do that now.
