bzip2 is the name of a program and an algorithm.  The bzip2 program
defaults to 9 when compressing, but GnuPG doesn't use the bzip2
program.  The algorithm doesn't default to anything.

As the manual says, GnuPG uses 6 for bzip2 by default.
