That is different.  You send that data on purpose to someone.
Keyservers however are an anonymous resources and they should not
track who is going to ask for what key using what software.

It would indeed be nice to gather stats about GnuPG usage but it
violates your privacy.  Collect only what is absolutely needed for
technical reasons is the maxim of data protection acts.
