that would be either the location of the started executable or
everything in the PATH variable. As the
set_exec_path(GNUPG_LIBEXECDIR,...)
command in keyserver.c resets the path to nothing plus exec-path
obviously not many options are left.
Therefore the cygwin only patch to add $(bindir) (means /bin) to
find the required dll.
