"char *outfile", why?

Continuing on the sign.c duplicate code removal theme...

I noticed that "sign_file" and "clearsign_file" both have "outfile"
parameters, but at the call sites the corresponding arguments are
always "NULL". Does anyone remember why this exists? If not, can I
remove the "outfile" parameters and corresponding code?
