Those who make a MUA deliberately falling back to 40 bit RC2 are at best
ignorant to privacy issues or in the worst case hoping for a job at a 3
letter agency.  Note, that the US crypto export regulations have
basically been dropped more than 6 years ago and thus there is no reason
at all to cripple the key even for software distributed from the US.
