We have not defined any priority.  We are thinking about enhancing GPA,
this might be an opportunity to move the keyserver sending stuff to
gpgme.  However it is not yet clear whether this makes sense

You might want to look at GPA's code (src/server-access.c) to see how to
employ gpg's keyserver helper programs.
