revision 4603 has reverted 4547?

Hi,

SVN revision 4547 was applied to fix bug #810:
http://cvs.gnupg.org/cgi-bin/viewcvs.cgi/branches/STABLE-BRANCH-1-4/configure.ac?root=GnuPG&rev=4547&r1=4538&r2=4547
however, it seems that revision 4603 undoes the change:
http://cvs.gnupg.org/cgi-bin/viewcvs.cgi/branches/STABLE-BRANCH-1-4/configure.ac?root=GnuPG&rev=4603&r1=4594&r2=4603

I'm not sure if that was intentional, but at least in 1.4.9 I'm
experiencing the bug described in #810 again: build fails when using
--enable-minimal in the exact same way.
