gpg2 svn 4862 will not execute under win32

I get the following error when trying to run svn 4862:

pop-up window - gpg2.exe Application Error
The instruction at "0x004766a0" referenced memory at "0x0000000c". The
memory could not be "read"

The following is the output from gpg2.exe

At this point the pop-up window appears.


If I restore the previous version "jnlib/w32-gettext.c" gpg2.exe runs
without any problems
