As you know, these functions are sometimes found in libldap and
sometimes in liblber and iirc in some other as well. GnuPG uses quite
some configure code to test for this. I am not sure about dirmngr.

That's right. Dirmngr has been merged with GnuPG. The GnuPG master has
a Dirmngr directory which has the most up to date code. We will only
do security updates for the old Dirmngr.
