[PATCHES] Enable building using GNU Automake 1.13, 1.14

Debian people tell me “Sid” is not “Jessie / Sid”. But maybe they are
wrong. I do not know Debian's naming conventions well enough. Either
way:
  http://packages.debian.org/search?suite=sid&keywords=automake
shows 1.13.3 as default automake even for Sid.

Sure :-)

And once people realize that they are using a too new automake, then
README.GIT shows them how to use an older automake.

But how could people know that they are using a too new automake?

README.GIT does not mention which automake versions are expected to
work, and which are not :-/

And the error messages they get from autogen.sh / configure [1] do not
allow them straight away to detect that they are using an unsupported
automake version.

But meh. Patches to build GnuPG & Co. using up-to-date automake are at
least in the public now. :-)

[1] configure complains that

  config.status: error: cannot find input file: `tests/Makefile.in'

. The scrollback has some log lines 

  parallel-tests: error: required file './test-driver' not found
  parallel-tests:   'automake --add-missing' can install 'test-driver'

for running autogen.sh. But those lines also do not hint at automake
being too new. Especially since autogen.sh does not abort after this
error, but goes on with

  Running autoconf ...
  You may now run
    ./configure --enable-maintainer-mode && make
